What are Collector-Distributor (CD) roads?

Collector-Distributor roads collect traffic from the Interstate 10 mainline, State Route 143 and US 60 and distribute it to crossroads or other highways. They separate through-traffic from local traffic entering and exiting I-10 through the Broadway Curve area. This reduces the need for vehicles to weave between lanes and help keep traffic flowing on I-10.

The westbound CD road is located along westbound I-10 from Baseline Road to 40th Street and is generally three lanes. The eastbound CD road runs along eastbound I-10 from 48th Street to Baseline Road and is generally two lanes.

Overhead signage will help drivers find the correct entrances and exits to get to their destination. Please note that these signs will not use the terms “Collector-Distributor” or “CD” roads on them. Instead, drivers will be directed to the correct lane based on their destination.

There are no traffic signals on the CD roads and the speed limit is 55 miles per hour. The roads are not accessible to pedestrians and bicyclists.

The westbound CD road opened to drivers in summer 2024. The eastbound CD road is scheduled to open in fall 2024.

How do the CD roads work?

Depending on your entrance location and destination, CD roads may change your travel route on I-10 between Baseline Road and 40th Street.

Westbound CD Road

The westbound CD road separates drivers entering and exiting I-10 between Baseline Road and 40th Street from the westbound I-10 mainline traffic.

Drivers heading westbound on I-10 and exiting at eastbound US 60, Broadway Road, northbound SR 143 or 40th Street will need to use the westbound CD road.

Drivers headed westbound on I-10 and exiting to northbound SR 143, a common route to Phoenix Sky Harbor International Airport, an HOV ramp will connect the westbound I-10 mainline to northbound SR 143. Solitary drivers, who will be unable to use the HOV lane during HOV hours, can use the westbound CD road to access northbound SR 143.

Drivers enter the westbound CD road at the following locations

  1. The westbound I-10 mainline just south of Baseline Road.
  2. The westbound CD road entrance at Baseline Road.
  3. The westbound I-10 mainline just south of US 60.
  4. The westbound US 60 ramp to the westbound CD road.
  5. The southbound SR 143 ramp to the westbound CD road.

Drivers on Broadway Road enter westbound I-10 directly onto the westbound I-10 mainline and are not able to enter the westbound CD road.  These drivers will also need to use local streets to get to destinations on 40th Street.

Drivers on westbound I-10, who are not exiting at eastbound US 60, Broadway Road, northbound SR 143 or 40th Street, can stay on the westbound I-10 mainline or use the westbound CD road. The westbound CD road will eventually merge back with I-10 mainline traffic west of 40th Street.

Spanish Map

Eastbound CD Road

The eastbound CD road separates drivers entering the freeway between 48th Street and Baseline Road from the eastbound I-10 mainline traffic.

Drivers entering eastbound I-10 at Broadway Road will travel on the eastbound CD road until the US 60 interchange. At this point, drivers on the eastbound CD road will be given the option to exit to eastbound US 60, Baseline Road or join the eastbound I-10 mainline.

Drivers entering eastbound I-10 from southbound SR 143 will have the option to join the eastbound CD road or use a new HOV ramp that will connect southbound SR 143 to the eastbound I-10 HOV lane.

Drivers on the eastbound I-10 mainline will remain on the eastbound I-10 mainline and the existing access to eastbound US 60 and Baseline Road is maintained.

Frequently Asked Questions

  • How will I know if I should remain on I-10 or use the CD road?

    + -

Signage on the roadway guides drivers to the correct lanes based on their destinations. ADOT is also working with companies like Apple and Google to make them aware of the improvements made to the roadway.

  • Where will signage for the CD roads be placed? What will it look like?

    + -

Signage to guide drivers to the correct lanes based on their destinations will be placed on the westbound I-10 mainline, westbound US 60 and southbound SR 143 prior to the CD road entrances. These signs will not use the term “Collector-Distributor” or “CD” roads on them. Instead, drivers will be directed to the correct lanes, whether on the mainline or on the CD roads, based on their entrance and destination.

  • Will the CD roads have traffic signals?

    + -

No, drivers will not encounter traffic signals once they are on the CD roads.

  • What is the speed limit on the CD roads?

    + -

The speed limit is 55 mph on the CD roads.

  • How many lanes will the CD road have?

    + -

The westbound CD road will generally be three lanes. The eastbound CD road will generally have two lanes.

  • Where and how do you enter and exit the CD roads?

    + -

We suggest looking at the map above for guidance

    For the eastbound CD road:

To enter: Drivers can enter the eastbound CD road at the following locations:

    • Southbound SR 143 at the I-10 interchange.
    • Broadway Road

To exit: The eastbound CD road has exits to eastbound US 60 and Baseline Road. Drivers on the eastbound CD road that do not wish to exit to US 60 or Baseline Road, will merge with eastbound I-10 mainline traffic just south of US 60.

    For the westbound CD road:

To enter: Drivers can enter the westbound CD road at the following locations:

    • Westbound I-10 mainline just south of Baseline Road.
    • Westbound I-10 mainline just south of US 60.
    • Baseline Road.
    • Westbound US 60 at the I-10 interchange.
    • Southbound SR 143 at the I-10 interchange.

To exit: The westbound CD road has exits to eastbound US 60, Broadway Road, northbound SR 143, and at 40th Street. Drivers on the westbound CD road that do not wish to exit at these locations will merge with westbound I-10 mainline traffic west of 40th Street.

  • How do you access Phoenix Sky Harbor International Airport?

    + -

To access Phoenix Sky Harbor International Airport using SR 143, drivers on westbound I-10 must use the westbound CD road to access northbound SR 143. Drivers on eastbound I-10 may exit at northbound SR 143 to access Phoenix Sky Harbor International Airport. Drivers on westbound I-10 heading to northbound SR 143 may use either the westbound CD road or the HOV ramp (if eligible) connecting the westbound I-10 mainline to northbound SR 143. Solitary drivers, who are unable to use the HOV lane during HOV hours, should use the westbound CD road to access northbound SR 143 during HOV hours.

  • What if I’m not exiting I-10 between Baseline Road and 40th Street?

    + -

Drivers who do not wish to exit the I-10 in the Broadway Curve area, should remain on the mainline traffic lanes for eastbound and westbound I-10.

  • Are the CD roads similar to the frontage roads alongside other freeways?

    + -

While similar to frontage roads, the CD roads separate mainline traffic from local traffic that’s entering and exiting the freeway. The primary difference is that CD roads do not have traffic signals or access to driveways or cross-streets. On I-10, traffic entering, exiting, or traveling a short distance between exits in the Broadway Curve area will access the CD roads first before entering the mainline freeway. CD roads are designed to improve traffic flow and reduce the need for vehicles to weave between lanes.

  • What if I miss the entrance to the westbound CD road from westbound I-10 or westbound US 60, how do I get off at my exit in the Broadway Curve area?

    + -

Similar to missing an exit now, drivers should continue to the next exit to turn around.  Since there are no exits from the westbound I-10 mainline to Broadway Road, SR 143 or 40th Street, drivers who miss the exit from westbound CD road or westbound US 60 to the westbound CD road should continue on the westbound I-10 mainline and exit at 32nd Street. Then, drivers should reenter I-10 heading eastbound to access their destination.

  • What if I unintentionally enter the CD road? How do I get back onto mainline I-10?

    + -

Drivers who unintentionally exit to the CD road should follow the CD road through the Broadway Curve area until it merges back to mainline I-10.

  • Can I still access University Drive from northbound SR 143 or westbound I-10?

    + -

Yes. Both northbound SR 143 and the westbound CD road will have exits at University Drive. Watch for signage on the roadway to direct drivers to the correct lane.
